The Los Angeles Police Department ( LAPD ) is the police department of the city of Los Angeles. California. With 10,023 officers [ 4 ] and 2,879 civilian staff, it is the third-largest non-federal law enforcement agency in the United States, after the New York City Police Department and the Chicago Police Department. [ 5 ] The department serves an area of 498 square miles (1,290 km 2 ) and a population of 3,792,621 people as of the 2010 Census .

The first specific Los Angeles police force was founded in 1853 as the Los Angeles Rangers, a volunteer force that assisted the existing County forces. [ 6 ] [ 7 ] The Rangers were soon succeeded by the Los Angeles City Guards, another volunteer group. Neither force was particularly efficient and Los Angeles became known for its violence, gambling and vice. [ 6 ]



During World War II. under Clemence B. Horrall. the overall number of personnel was depleted by the demands of the military. [ 8 ] Despite efforts to maintain numbers, the police could do little to control the 1943 Zoot Suit Riots. [ 8 ]

Horrall was replaced by a retired United States Marine Corps General William A. Worton. who acted as interim chief until 1950, when William H. Parker succeeded him and would serve until his death in 1966. Parker advocated police professionalism and autonomy from civilian administration. However, the Bloody Christmas scandal in 1951 led to calls for civilian accountability and an end to alleged police brutality. [ 9 ]



The old headquarters for the LAPD was Parker Center. named after former chief William H. Parker. which still stands at 150 N. Los Angeles St. The new headquarters is the new Police Administration Building located at 100 W. 1st St. immediately south of Los Angeles City Hall, which officially opened in October 2009.

Let me count the ways this place epitomizes INSOLENCE and REPUGNATION.



1: Note GLAM LA was the promoter for this evening, as I was told. Regardless, I'm on some list for birthday boy Ed K. and 4 birthday girls. When we got there, it looked like a nice, orderly line out on the sidewalk. When we passed the door into the small courtyard area, we were herded/pushed/prodded into a mass. The one bouncer manning this entrance was telling us to move back, move in, and move forward. Hi, mister, but you try.



2. It took us an hour to get in despite the list. I later learned several people in our group, on that list, were left outside and told there was no list. They were expected to get a table. They went home. No one blames them.



3. The birthday boy purchased a table. No one came by to replenish the drinks, the ice, the cups - NOTHING.



4. The BIRTHDAY BOY was KICKED OUT. Yes, by about 1 am, we heard the bouncers were escorting out people who were too drunk. I have NEVER EVER in my entire life in LA have this happen to any of my friends. Well, never say never, and we immediately picked up our belongings to leave.



5. Once outside (the exit is from the side into the alley), I discovered my car keys were missing. The bouncer at the exit said I couldn't enter from there to retrieve them and had to go through the entrance at the front. I walked to the entrance and the bouncers at the entrance said I had to return to the exit to go back inside. So I'm stuck outside. Indeed, once you leave this club on a given evening, you may never reenter again.



6. Fortunately, I was able to reach friends still inside to look for the keys. As I did, my friend and I were standing at the entrance, on the sidewalk at the corner of La Brea and Hollywood. The bouncer proceeded to tell us to walk to the alley near the exit because we were on private property. I told him this was a public walkway. He said it was not. I told him we were attorneys. He blinked twice and told us to read the books. I laughed and asked him if the real reason he wanted us to move was because the cops gave them a difficult time. He replied yes and my friend and I walked away, but not before I told him it was best to be honest and not push it.



7. As my friend and I were standing at this entrance, we watched two bouncers escort man after drunk man out by both arms down the stairs. The last one we see failed to complete the stairs because he was literally THROWN down. I'm serious. This man, albeit drunk, was HURLED DOWN THE STAIRS. The last I saw, someone had him seated in a chair with a towel to his head.



8. As this was happening, another man came by the entrance and took out his iphone to take a picture of one of the bouncers, who acosted the man and threw his iphone down to the concrete, shattering it.



9. Another group of three came up, asking to reenter because one of them left his credit card at the bar. No surprise, they refused to let him in.



10. There were at least two cop cars in the alley and on the street in front. The cops did nothing.



End of story? You'll have me kicking and screaming bloody murder before I go here again.
